ALBANY -- The Board of Regents and the New York State Archives have selected Albany County Clerk Thomas G. Clingan to receive the 2003 William Hoyt Annual Archives Award for Advocacy.
The award will be presented to Clingan at a luncheon ceremony at the State
Education Department in Albany on November 13, 2003. The award is named after
the late Assemblyman William Hoyt from Buffalo, who was a staunch supporter
of archives and records management in New York State.
The award commends Clingan for his persistent advocacy of sound records management
and archival programs for local governments before the state legislature, the
New York State Association of County Clerks, and the New York State Association
of Counties.
For nearly a decade, he has served as chair of the State Archives Region Three Advisory Committee and has been the State Archives' ombudsman among county clerks. The award also recognizes Clingan's work in Albany County, operating one of the state's finest records management and archives programs.
Previous winners of the William Hoyt Annual Archives Award for Advocacy include former New York State Court of Appeals Associate Judge Joseph W. Bellacosa (2000), the New York State Historical Records Advisory Board (2001), and Oswego County Clerk George J. Williams (2002).
The annual Archives Awards program recognizes outstanding efforts in archives and records management work in New York State by a broad range of individuals and organizations. A complete list of this year's award recipients follows:
