The Immigration Reform and Control Act (IRCA) of 1986 and the Immigration Act of 1990 had a far-reaching impact on Latino and other Caribbean immigrants in New York State. The main goal of IRCA was to control and deter illegal immigration to the United States. The law included sanctions for employers who knowingly hired undocumented workers, increased enforcement at US borders, and allowed legalization of some immigrants who had resided in the US continuously since 1982.
