Summary:
The Temporary Commission on the State Court System was created to investigate the effects of new pre-trial procedures, civil rights decisions and legislation, narcotics and divorce laws, bail and detention procedures, and measures to prevent recidivism. This series consists of the general administrative, correspondence, research, and study files related to court staffing and caseloads; goals and objectives of the court system; selection and disciplining of judges; court structure and financing; the grand jury; and the bail system.

Administrative History

The Temporary Commission on the State Court System was created by Chapter 943 of the Laws of 1970 (amended by Chapter 115, Laws of 1971) to study and make recommendations concerning the state's court system. The commission was specifically charged to investigate the effects of new pre-trial procedures, civil rights decisions and legislation, narcotics and divorce laws, bail and detention procedures, and measures to prevent recidivism.

In addition, it was also to study the need for new or reorganized courts, the need for additional judges, and the relative merits of various methods for the selection, tenure, and removal of judges and justices.

D. Clinton Dominick served as chairman, and Harold A. Jerry, Jr. served as director and counsel of the commission.

Scope and Content Note

The series consists of general administrative, correspondence, research and study files, transcripts of interviews with court personnel, and records relating to the final report of the Temporary Commission on the State Court System. Among the topics researched by the commission were court staffing and case loads; goals and objectives of the court system; selection and disciplining of judges; court structure and financing; the grand jury; and the bail system.
