Administrative History

On February 5, 1975 Governor Hugh Carey invoked Section 6 of the Executive Law and by Executive Order #3 appointed Orville H. Schell as commissioner to investigate the New York State Urban Development Corporation (UDC) and other public benefit corporations that financed housing.

Specifically, the commission was authorized to study, examine, investigate, and review, and to make recommendations with respect to management and affairs of the UDC and any other public benefit corporation, agency, or authority engaged in financing construction or the management of housing and related commercial, industrial and/or public facilities.

With the appointment of John G. Heimann and Mendes Hershman as commissioners, Schell was designated chairman of the commission.
