Summary:
In 1975, Governor Hugh Carey invoked Section 6 of the Executive Law (Moreland Act), and by Executive Order #2 he appointed Morris B. Abram as commissioner to investigate state management of non-governmental nursing homes or facilities that received direct or indirect federal, state, or local aid, or provided care or services to any individual receiving such aid. Administrative History

On January 10, 1975, Governor Hugh Carey invoked Section 6 of the Executive Law (Moreland Act), and by Executive Order #2 he appointed Morris B. Abram as commissioner to investigate state management of non-governmental nursing homes or facilities that received direct or indirect federal, state, or local aid, or provided care or services to any individual receiving such aid.

Specifically, the commission was authorized to study, investigate, review, and make recommendations on the affairs of any state department, board, bureau or commission that exercised direction, supervision, visitation, inspection, funding or other control of any non-governmental nursing home, residential facility, or home providing residential health or allied services.

With the appointment of Dr. Isadore Rossman, Peter A.A. Berle, Aminda Wilkins, and Dorothy B. Wadsworth as commissioners, Morris Abram was designated chair of the commission.
