Summary:
These records document Department of Transportation policy development through preparation, support, or opposition to legislative proposals concerning city, county, and interstate highways as well as other transportation issues. Included are bill proposals and laws; bill summaries, bill legislative history, and arguments; Governor's message of approval or veto of bills; maps depicting plans for highway construction or route designation; press releases; news clippings; and city council resolutions approving the Department's plans for highways.

Subseries 1 - City Highway Legislation Planning Files: alphabetical by name of city (Boxes 1-2); Subseries 2 - County Highway Legislation Planning Files: numerical by district number, then alphabetical by name of county (Boxes 3-4); Subseries 3 - Interstate Highway Legislation Planning Files: numerical by route number (Box 5); Subseries 4 - Highway Law Legislation Planning Files: numerical by section number of law (Boxes 5-6); Subseries 5 - Legislation Planning Subject Files: by subject (Boxes 6-8).

Scope and Content Note

These records document departmental policy development through preparation, support, or opposition to legislative proposals concerning transportation.

All subseries contain similar types of records: printed bill proposals and laws; departmental memoranda to the governor's counsel summarizing provisions of the bills and their legislative history and arguing for or against passing of the bills; copy of the Governor's message of approval or veto of bills; internal departmental memoranda supporting, opposing, or suggesting bill proposals or documenting procedures for preparing legislation; maps depicting plans for highway construction or route designation; press releases and news clippings concerning highway planning and legislation; and city council resolutions approving the Department's plans for highways in or near the city (in city files, Subseries 1).

Subseries 1. City Highway Legislation Planning Files, 1953-1972 (2 cu. ft.). These files concern legislation affecting highways within or near the city.

Subseries 2. County Highway Legislation Planning Files, 1954-1973 (2 cu. ft.). These files concern legislation affecting highways within or passing through the county, or in specified cities within the county. Material related to cities within a county occasionally duplicates material in a city file (Subseries 1).

Subseries 3. Interstate Highway Legislation Planning Files, 1957-1972 (.4 cu. ft.). Files concern legislation affecting construction of interstates and interstate connections with Federal aid and the designation of routes as part of the interstate system.

Subseries 4. Highway Law Legislation Planning Files, 1955-1973 (.9 cu. ft.). Files concern legislation amending various sections of the Highway Law.

Subseries 5. Legislation Planning Subject Files, 1957-1975 (1.9 cu. ft.). Files concern legislation affecting various transportation related issues such as planning for specified routes; transportation authorities; or amendments to various laws affecting transportation (e.g. General Municipal Law, Transportation Law, Finance Laws).
