Administrative History
The Consultant Management Section was established within the Department of Transportation in 1973 to direct highway projects designed by consultants. Prior to 1973 such work was directed from the regional offices. Regional directors may recommend an outside consultant prepare plans for a project if the workload of the regional office makes it necessary, and recommendations are submitted to the Facilities Design Division for approval. Most consulting projects are for highways and bridges although occasionally the office handles other projects, such as flood reports and parking facilities plans.
Scope and Content Note
The series consists of correspondence ("red files") and plans pertaining to design of highways by outside consulting firms which have contracted with the Department of Transportation. The files are maintained by the Consultant Management Office, which directs highway projects designed by consultants. The records document the development of the state highway system, and the construction and maintenance of the state's infrastructure by the department.
Correspondence typically includes the consulting firm, public officials, and interested citizens writing about technical aspects of a project. An environmental impact statement is also included in the file. Specific projects in this accretion include Freeman's Bridge, South Park Avenue bridges, New York State Thruway riverside ramps, and work on Maurice Avenue to the Grand Central Parkway.
13377-99: The majority of records in this accretion pertain to the survey and design of the Hamilton Avenue Bridge in White Plains, New York; Freeman's Bridge; and various sections of Rte 74 and the Long Island Expressway.
