Administrative History

The Joint Legislative Committee on the Administration and Operation of the Civil Service System was established in 1942 by a concurrent resolution of the Legislature to investigate the administration of state and local civil service laws and rules. It was authorized to propose measures to correct defects and to increase the efficiency of New York's civil service system.

Scope and Content Note

This series consists of Department of Civil Service records created at the request of and in response to the Committee and reports filed with the Department by the Committee. It contains the following: correspondence and internal department memoranda, with copies of documents supplied by the Committee, discussing possible departmental reorganization based on the Committee's work; copies of binders supplied to the Committee containing information it requested on departmental organization and operations, establishment of jurisdictional and occupational classification of State positions, State manpower needs, and examination announcement and application procedures; copies of the Committee's staff report (prepared by the consulting firm of Griffenhagen and Associates) containing a general appraisal of New York's civil service system, a description of the Department's structure and administration, an analysis and critique of civil service rules and laws, and recommendations for improving the State's civil service system; and dittoed and published copies of the Committee's final report summarizing its findings.

The Committee's actual working files are not available. This series, therefore, probably contains the only existing records documenting its activities.
