Scope and Content Note

The Executive Director's correspondence files relate to the Board's activities in consumer protection and regulatory activities. The subjects of the correspondence include bills advocating a variety of consumer interests before federal, state and local government agencies. Some of these interests are: product efficiency; labeling and safety; consumer protection laws; discrimination in credit and rates; utility rates; flood relief projects; billing disputes; and pricing laws. The files also contain legislative memoranda, recommendations, proposals, hearings, speeches, and minutes.

14500-95: This accretion consists of files of Executive Director Richard M. Kessel. The records include: correspondence regarding consumer complaints; medical malpractice reports (1986-1994); files on significant rate cases involving LILCO/Shoreham (1984-1988) and New York Telephone (1982-1988); and records relating to board work at Nassau Community College and Consumers Union of U.S. (1985-1994), to which Kessel was appointed by Governor Cuomo.

14500-95A: The accretion consists of the files of executive director Richard M. Kessel. Recordds include memoranda to the governor (and his staff) on energy issues; consumer complaint correspondence to the governor and replies by Mr. Kessel; and press clippings, editorials, and press releases. Topics include fuel costs, item pricing, electric utility rates (e.g. LILCO), credit card regulation, landfills, and the nuclear power plants at Nine Mile Two and Shoreham.
