Scope and Content Note
This series consist of the subject and report files of Robert L. Beebe, legal consultant for the Temporary State Commission on State and Local Finances. Records in this series include correspondence; memorandums; research and background files pertaining to laws; reports; studies; rough notes; transcripts of hearings; contracts; and published material. Much of this series is related to the commissions work in authorizing a comprehensive review and analysis of the general municipal assistance programs of the state and their relationship to other assistance programs. The municipal assistance programs focus mainly on revenue sharing and urban aid. Other subjects include the origins and development of local government in New York; the legal structure of the state; local relationships; state mandates; real property tax; debt relief; state personal income tax; and local sales tax.
