Administrative History

The state implementation plan (SIP) is the cornerstone of the state implementation plan abatement program. The SIP and associated regulations outline the minimum accepted emission levels for all sources of air pollution. The SIP was first required in 1970.

Scope and Content Note

Subject and correspondence files document the development, implementation, and monitoring of the State Implementation Plan, a state-level plan for air pollution abatement mandated by the federal Environmental Protection Agency through the Clean Air Act. The files contain correspondence and memos, copies of state and federal statutes and regulations, hearing reports and transcripts, reports on air monitoring and emissions, technical literature, newsletters, and minutes of meetings of various air pollution committees and commissions. Correspondence is between the Bureau and private companies, local officials, the U.S. Environmental Protection Agency, and other DEC units.

15491-97: This accretion contains material regarding the Holtzman/Moynihan Amendment 1978-1980; rules and regulations and hearing officers' report concerning New York's Air Quality Implementation Plan (1977-1979); material regarding sources of lead emissions and control of emissions including reports and proposed rules and regulations (1980-1990); correspondence with the United States Environmental Protection Agency regarding State Implementation Plan for air quality including the New York City region (1980-1987; material concerning proposals to reconvert Orange and Rockland Utilities' Lovett Generating Station from oil to coal, including special limitations applications, environmental impact statements, and answers by the utility to questions submitted by the Department of Environmental Conservation; and blueprints and other material related to the proposed coal conversion of the Con Edison Ravenswood and Arthur Kill power facilities.

15491-98: This accretion consists of correspondence with the Center for Environmental Information (CEI) a private, nonprofit organization providing information on environmental issues; correspondence between the Division of Air and the DEC executive office (1985-1987); and policy planning material related to the environmental impact of sulfur and nitrogen oxide emissions. Also included are agreements and contractual material with local governments and private businesses for operations of sites to measure air quality. Such sites include hospitals, utility facilities, landfills, and industrial operations. Other material includes briefing documents (1987), requests for information, and referrals from other agencies.
