Scope and Content Note

This series includes a wide variety of documents relating to the financing of state construction projects through local government bond issuances under the auspices of Chapter 354 of the Laws of 1963 and Chapter 152 of the Laws of 1962. The majority of the records concern financing for the Albany Empire State Plaza (South Mall) project, but there are also files on state office building construction projects in other cities including Binghamton, Utica, and Watertown. The records document the operation of this mode of financing in particular construction projects; there is very little information concerning the initial government actions that established this mode of financing.

Record types include correspondence, cost estimates, site plans, maps and drawings, bond ordinances, building site appraisal reports, bond fund consolidated balance sheets, bond fund monthly transaction statements, state requests to municipalities for reimbursement, copies of enabling legislation, local government resolutions, press releases and newspaper clippings, and agreements between state and local governments.
