Scope and Content Note

The records in this series document the engineering work and quality control inspections performed by the firm of Mueser, Rutledge, Wentworth, and Johnston on the Albany South Mall (Empire State Plaza) construction project. Records document the letting, management, and revision of two major contracts for the construction of Agency Buildings 1, 2, 3, and 4 at the South Mall. The first, Specification No. 20183-C, Contract No. 4172, pertains to the overall construction of the Agency Buildings. The second, Specification No. 20183-H, Contract No. 4178, pertains to the installation of the heating and air conditioning systems in the four buildings.

Correspondence in the series centers around the review of contract proposals, bids, and contractor qualifications; review and implementation of contract change order requests; contractors' claims for compensation for revenue lost due to project delays allegedly beyond their own control; and orders for remedial work following unsatisfactory inspections.
