The records were created by the Division of Health Benefits Management to assist the state in contract negotiations with the
public employee unions. All major negotiating units (CSEA, PEF, Council 82) are represented in the series.
Records include: draft copies of contract articles; state and union demands; reports issued by the Legislative Commission
on Expenditure Review; statistical summaries of various benefits including some comparisons by negotiating unit; notes on
meetings of negotiation subcommittees; and memoranda giving background information on issues, including agency briefing material
on employee health benefits, seasonal employment, etc.
