Summary:
This series consists primarily of microfilmed case records for approximately 3,000 incarcerated males, aged sixteen to twenty years old, processed through the Elmira Reception Center from 1945-1965. The case files represent a ten percent random stratified sample of all individuals processed through the facility and served as source documents for a study in recidivism made by the Department of Correction in 1967. The series also contains documentation of the Reception Center Research Project.

Scope and Content Note

This series consists primarily of microfilmed case records for approximately 3,000 incarcerated males, aged sixteen to twenty years old, processed through the Elmira Reception Center from 1945-1965. The case files represent a ten percent random stratified sample of all individuals processed through the facility and served as source documents for a study in recidivism made by the Department of Correction in 1967.

Also included in the series are "Study of Recidivism" (1970), showing findings and summaries of the study; appendices to the study (1970); a notebook of instructions for conducting and encoding the study (1969); and "Reception Center Research Project" (1967) explaining the purposes and methodology of the study.

16574-99: This accretion contains documentation of the Reception Center Research Project. Included are a manual of instructions for the Study of Recidivism (1969); report materials on the project by Department of Correction, including notes and background studies and a few clippings with comments on the study; and procedures, with exhibits, for microfilming Division of Parole records, including blank forms and document checklists.

16574-16: This accretion contains 84 microfilm rolls of case files for the study of the Reception Center Research Project. Contains case files for individuals sent from the Elmira Reception Center to the Green Haven Correctional Institution, Clinton Prison, Green Haven Prison, Matteawan State Hospital, Beacon Institute for Defective Delinquents, Wallkill Prison, or Great Meadow Correctional Institution.

Access Restrictions

Summary information on adult incarcerated individuals is disclosable under law. State Archives staff will review records containing probation, parole, medical, and juvenile criminal history data and disclose information pursuant to the Freedom of Information Law and Personal Privacy Protection Law. The identity of victims of sex crimes is not disclosable. Unless a specific law forbids disclosure indefinitely, all records must be disclosed after 75 years.
