Administrative History
The Office of Public Employment Practices and Representation "reviews petitions from public employee organizations [i.e. unions] and employers concerning the creation of new negotiating units and recognition of employee bargaining agents, approves the transfer of members between existing units, and designates management/confidential positions. The Unit issues decisions on improper labor practice charges and declaratory rulings clarifying whether certain matters are subject to collective negotiations." The unit also conducts hearings to determine whether work stoppages are illegal strikes.
Scope and Content Note
These case files document rulings on matters to be considered in future negotiations. Rulings "clarify the status of disputed issues." The files contain petitions, responses, notices, affidavits, briefs, stipulations, exhibits, correspondence, and the ruling by the unit director. Texts of rulings are published.
