Administrative History
The Division of Services and Community Development within the New York State Department of Social Services administered such programs as adoption, day care, foster care, child protection, domestic violence, adult protection, adolescent pregnancy, preventive services, homeless housing and assistance, employment services, blind and handicapped services (including the Commission for the Blind and Visually Handicapped), and refugee assistance.

This series contains the general subject files of the Deputy Commissioner of the Division of Services and Community Development within the Department of Social Services, which later became the Division of Development and Prevention Services within the Office of Children and Family Services. The records include reports, memorandums, meeting notes, and correspondence for various issues that were under the responsibility of the deputy commissioner and his office.
