Scope and Content Note

The series consists of correspondence, opinions and information on legal issues such as the status of records disposition authority in various governmental entities, public access to records, and the status of audio tapes as records. Also included in the series are bills, staff memoranda, and other material concerning development of legislation affecting local government records.

This accretion deals specifically with revisions (repeal, promulgation, amendment) to the regulations of the Commissioner of Education under the Local Government Records Law (1987-1988). Records include correspondence, submission packets, drafts of legislation, discussion papers and revised drafts of initial proposals (e.g., for operation of the grants component of the proposed Records Management Improvement Fund), and internal memoranda summarizing changes recommended by the Local Government Records Advisory Council. Issues include problems with emergency adoption of local government management rules; procedural questions on formulating, scheduling and presenting legislation; and assessments of issues raised by public comment.
