Summary:

The series consists of microfilm copies of the case files of the First District Public Service Commission (1907-1921), with jurisdiction in New York City, and case files. Also included is so-called "supplemental case file material" (those materials not filmed because of size or condition, including maps, drawings and/or exhibits; or materials filmed but for which the film was found to be of poor quality). Case files typically include petitions, briefs, orders, correspondence, exhibits and testimony.

Administrative History

The Public Service Commission Act of 1907 replaced existing state regulatory authorities with two district public service commissions (one for New York City and the other for the rest of the state). In 1921, the two district commissions were abolished and replaced by a single Public Service Commission with statewide authority over all public utilities except rapid transit in New York City, which was given to the newly created Transit Commission. The Transit Commission functioned until 1943, when it was abolished and the Public Service Commission assumed its responsibilities and functions.

Scope and Content Note

Both the First District case files and the Minutes of the Transit Commission (Series 19595) are arranged by the same numerical scheme, and occasionally records from both bodies are contained on the same microfilm reel. As a result the records are difficult to access. The "supplemental material" contains both minutes and case file records.
