Administrative History

In 1907 the Public Service Commission Act (Chapter 429) replaced existing state regulatory authorities with two distinct public service commissions (one for New York City, and the other for the rest of the state). Both commissions had sweeping powers to investigate complaints, order improved service, establish rates, and supervise the issuance of securities. In 1921 (Chapter 134) the two district commissions were abolished and replaced by a single Public Service Commission with statewide authority over all public utilities, except rapid transit in New York City, which was given to the newly created Transit Commission.

Scope and Content Note

The series consists of microfilm copies of case files and minutes of the Second District Public Service Commission (1907-1921), and also so-called "supplemental case file material" that includes materials not filmed because of size or condition (such as maps, drawings and/or exhibits), or materials that were filmed but for which the film was found to be of poor quality. The Second District's jurisdiction included the entire state except for New York City. The case files typically include petitions, briefs, orders, correspondence, exhibits and testimony. Minutes document the formal regulatory proceedings (actions) of the commission.
