Administrative History
The Budget Services Unit's main responsibilities concern coordination and production of the annual Executive Budget books and appropriation bills. However, the unit also analyzes issues affecting the State workforce and labor relations. As part of this latter area, Unit staff participate on the State's collective bargaining team, led by Governor's Office of Employment Relations, in negotiating contracts with the various State employee labor unions. The particular focus of the Unit's participation is to provide input on the fiscal consequences of proposed contractual settlements.
Scope and Content Note
These files document the Budget Services Unit's participation in collective bargaining negotiations. Records include pre-negotiation planning records, union and State demands, negotiation minutes, subject files, memoranda of understanding and related records. Records also include internal memoranda and analyses examining the fiscal consequences of proposed settlements.
