Scope and Content Note
This series consists of the Empire Blue Cross/Blue Shield Panel's semi-annual and annual reports. Among the panel's primary responsibilities was to provide these reports to the Governor and the Legislature. The reports monitor Blue Cross/Blue Shield's financial performance and enrollment trends, track the corporation's entrance into the managed care business, and make public policy recommendations. Other issues addressed include the corporation's administrative expenses, information systems, and fraud detection and prevention programs. Reports for the final years of the panel's tenure focus on Blue Cross/Blue Shield's plan to convert from a not-for-profit to a for-profit business organization. The series also includes background material compiled by panel staff while preparing the reports. Background materials often include financial statistics presented in the form of tables and charts.
