Scope and Content Note

This series consists of transcripts of the New York State Division of the Budget hearings on appropriations requested by most State agencies and various commissions, councils and authorities. The hearings document major fiscal issues and administrative concerns of New York State agencies.

Each transcript is prefaced by a statement that includes the name of the requesting body, fiscal year of the request, and date and time of the hearing. The 1931 hearings most often include the location of the meeting room as well. All transcripts note the names of those present at the hearings. Variations include the names of individuals presiding over the hearings between the years 1932 and 1934, and a distinction between those present and appearances of others at the 1935 to 1941 hearings. Several, but not all, transcripts are followed by an index to that individual hearing. The format of each hearing is either that of question and answer or a less structured discussion. In each case, the speaker is clearly identified.
