Summary:
This series consists of working files for projects prepared in connection with the development of the "separation system"
installed in local Social Service offices. Files include training materials for staff, assignation of local responsibilities

Administrative History
The "separation system" installed in local Social Service offices from 1969-1971 was designed to separate the two major tasks
of public assistance: determination of eligibility for financial assistance and the actual provision of social services such
as clothing, shelter, and other basic human needs. Implementation involved structural reorganization of local social service
departments, drastic revision of procedures, and changes in staff assignments. Planning for the system began in 1967 and the
first demonstrations started in 1969.
