Summary:
This series consists of correspondence, memorandums, and some printed material relating to the first State Hospital Code, promulgated by the Department of Health in 1969, and revisions of the code since that time. The code consolidated, revised, and expanded existing rules and regulations concerning hospital construction, inspection, certification, and reporting systems. The series consists of several folders of general correspondence and memorandums about the code as well as folders for each section and sub-section of the code.

Administrative History

The Department of Health solicited the opinions of hospital administrators, professional groups, and others concerning various sections of the State Hospital Code. The entire Hospital Code is published in Official Compilation of Codes, Rules and Regulations, Volume 10, Title 'C,' Health. Statutory authority for drawing up the codes is found in the Public Health Law section 2803, passed as Chapter 795 of the Laws of 1965.

Scope and Content Note

This series consists of correspondence, memorandums, and some printed material relating to the first State Hospital Code, promulgated by the Department of Health in 1969, and revisions of the code since that time. The code consolidated, revised, and expanded existing rules and regulations concerning hospital construction, inspection, certification, and reporting systems. The series consists of several folders of general correspondence and memorandums about the code as well as folders for each section and sub-section of the code.

The resulting letters and memorandums include requests to simplify the regulations, and to make the regulations be more detailed and specific to cover all possible contingencies. Subsections, which contain particularly extensive materials, include the following: 700.2, Qualifications for Hospital Administrators; 706, Therapeutic Services; 720.3, Patients' Bill of Rights; 720.1-2, Hospital Organization and Administration; 720.14, Anesthesia Department; 720.20, Medical Record Department; and 721.1, Medical Staff.

The folders for each subsection contain copies of the relevant portions of the code.
