Scope and Content Note

This letter from H.E. Howard to the Superintendent of the Banking Department urges correction of abuses by savings banks in Buffalo.

A printed memorial attached argues that the banks are "charitable and benevolent institutions" for the benefit of the "industrious poor," and that they should not be used by businessmen as commercial banks. There is no indication of how this letter and memorial came into the records of the Comptroller. The Banking Department was created by a law of 1851 and was given all the powers to regulate banks which had formerly resided with the Comptroller.
