Scope and Content Note

The series consists of a statement and supporting documentation by Eugene M. Travis, State Comptroller, in response to charges printed in the Brooklyn Times newspaper (June 3, 1920) that he wasted public funds on eleven purchases of bonds for various state sinking funds. The statement discusses the law and policy regarding bond purchases for the sinking funds. Travis responds to charges that he unduly favored a middleman, Albert L. Judson, in making bond purchases. Accompanying the statement are several lists of bonds purchased in the period 1915 to 1920; printed statements of bond balances; various sinking fund computations; and background history on canal debt sinking funds dating from July 1907. The statement and accompanying material are typescript, with pencilled annotations. They were apparently used by Travis in his presentation to a committee investigating the charges.
