The photographs appear to have been gathered for a report on treatment of the mentally ill in other states, which was prepared by the New York State Commissioner in Lunacy.

These photographs are of public custodial facilities in New York, Massachusetts, New Jersey and Pennsylvania. They include: exterior building views; interior building views; facility grounds; institutional residents; and institutional staff. These are mounted and unmounted photographs. Most photographs are identified by subject and institution.

The State Commissioner in Lunacy, under the Board of Charities' direction, prepared a report on treatment of the insane in other states. These photographs appear to have been gathered for that report.
