The series consists of carbon copies of outgoing correspondence of the Commission's commissioner and secretary.

The correspondence was sent to superintendents of custodial institutions in New York and other states, public school principals and superintendents, private charitable agencies, federal, state and local health officials, university faculty, newspaper editors, physicians, and private individuals. Most of the correspondence relates to the Commission's work in arranging meetings, sponsoring public hearings, visiting custodial institutions and schools, gathering reports and other publications, and requesting information from experts to assist its investigation into care and training of mentally deficient persons.
