Administrative History
The resolutions were made pursuant to the 1821 Constitution which abolished the Council of Appointment and transferred the appointive power to the governor subject to senate confirmation. The resolutions were filed in the secretary of state's office probably as a result of Chapter 12 of the Laws of 1778 which made the secretary the clerk to the Council of Appointment.
