Administrative History

Candidate statements were filed pursuant to section 776 of the Penal Law (Chapter 40 of the Laws of 1909; Chapter 40 of the Consolidated Laws of 1909; and sections 541, 542, 544, 546, 548 and 561 of the Election Law (Chapter 22, Laws of 1909; Chapter 17, Consolidated Laws of 1909), which stated that "every candidate who is voted for at any public election shall file within ten days after the election an itemized statement showing in detail all the moneys contributed or expended by him, directly or indirectly by himself or through any other person, in aid of his election."

Candidates for offices to be filed by the electors of the entire state or of any division or district greater than a country were required to file their statements in the Office of the Secretary of State. Candidates for town, village and city office, except New York City, were to file their statements in the office of the town, village or city clerk. Candidates for all other offices, including those in the city and county of New York, were to file their statements in the office of the clerk of the county where the election occurred.

Scope and Content Note

This series contains itemized statements showing all monies contributed to or expended by candidates running for elective office. The statements record the names of the various persons who received monies, the specific nature of each item, and the purpose for which money was expended or contributed, and include attached affidavits subscribed and sworn to by the candidate, stating that all the information provided is true and correct. The statements also record the legal address of the candidate, the office for which he is contending, and the party he is representing.

The bulk of these statements are copies of the originals which are in the possession of county clerks or the offices of commissioners of elections, who were mandated to file certain copies of the original statements within twenty days after the election. Most of the statements are for elections concerning local offices.
