Scope and Content Note
This series consists of documentation of claims filed against government employers (or their contractors) by laborers, workmen, and mechanics employed on public work projects. Under Article 8 of the State Labor Law, claims could be filed against government employers (or their contractors) for non-payment of the prevailing wage rate in specific trades and occupations; non-payment of premium pay (overtime) for work in excess of eight hours in a given day; or non-payment of the prevailing rate of supplements (benefits). Claims in this series were filed against school districts, municipalities, state agencies, county governments, and contractors acting on behalf of state or local governments.
Documents filed in the series include correspondence between the office of the Industrial Commissioner and claimants, state agencies, local governments, school districts, contractors, and union representatives; inter-office communications between the Industrial Commissioner and members of his staff; hearing reports and recommendations submitted to the Industrial Commissioner by hearing officers (usually the commissioner's counsel or deputies); notices sent by the commissioner's counsel to the parties involved indicating that orders and determinations had been issued; and copies of orders and determinations resolving claims.
