Administrative History

Section 65 of the State Insanity Law (Laws of 1909, Chapter 32 as amended by Laws of 1911, Chapter 768) provided that when money was appropriated for the erection, alteration, repair, or improvement of a state hospital building and the labor and materials required for such project were not secured by contract or special order, required funds were to be expended pursuant to special fund estimates made to the State Hospital Commission by the superintendent of the hospital for which the appropriation was made.

Likewise, when any such work was to be performed in accordance with plans and specifications prepared by the state architect or paid for from appropriations for the erection, alteration, repair, or improvement of a state hospital building, special fund estimates were subject to the approval of the state architect.

Scope and Content Note

This single volume contains letterpress copies of approvals of special fund estimates submitted to the state architect for review as required by Section 65 of the State Insanity Law. All of the special fund estimates in the volume pertain to the construction, alteration, repair, or improvement of state hospital buildings and grounds. All approvals prior to March 1, 1923 were granted under the authority of State Architect Lewis F. Pilcher; those after that date were granted under the authority of his successor, Sullivan W. Jones.

Each approval includes date and number of special fund estimate; original monetary amount requested; year and chapter of relevant appropriation act; brief description of the project and/or materials for which funding is sought; numbers of items covered by the estimate; and monetary amount approved.
