Summary:
Private business schools and veterans training courses must be approved by the State Education Department before veterans can receive payments. This series consists of applications submitted by schools and training courses for approval of courses not previously registered. Files include applications; field reports which include school's history, facilities, enrollment, tuition rates, and recommendations; correspondence regarding approval or disapproval; sample school catalogs and other publications; and supplemental applications.

Chronological by time period, thereunder alphabetical by name of school, then in reverse chronological order.

Administrative History

Section 200 (renumbered Part 129), added in 1949 to the Regulations of the Commissioner of Education, provided that private schools not otherwise registered by the Education Department could be registered or have their courses approved if the school met certain facility, equipment, faculty, and financial requirements. Federal benefits for veterans' training or education were provided in the Servicemens' Readjustment Assistance Act of 1944 (Public Law 346, 78th Congress), Veterans Readjustment Assistance Act of 1952 (Public Law 550, 82d Congress), Title 38 of the U.S. Code (codification of veterans' benefit legislation by Public Law 85-857, 85th Congress), and Veterans' Readjustment Benefits Act of 1966 (Public Law 89-358, 89th Congress). Each of these laws requires approval of courses by the "State approving agency" prior to payment of benefits.

Scope and Content Note

These applications were submitted by private business colleges to receive approval for their courses not registered by the State and veteran's training courses.

Private business school application files: contain the following: application for approval of a school; field reports of visits to schools, giving a narrative description of the school's history, facilities and equipment, enrollment, tuition rates, faculty, graduation requirements, and recommendation of visitor regarding registration; correspondence and memoranda regarding approval or disapproval of the school and of specific courses for veterans' training; copies of catalogs and other publications of the school; and some files containing copies of bonds on schools.

Veterans training courses application files: contain the following: application for approval to train veterans, giving information on the school's ownership, facilities, equipment, records, policies, regulations, administrative and supervisory procedures, finances, and registration; supplemental application for approval of course of study to train veterans; field reports; correspondence with schools and U.S. Veterans Administration concerning approval of courses and tuition rates; and copies of catalogs and other promotional material and administrative forms used by the school. At the end of this subseries is miscellaneous correspondence from schools seeking registration and complaints received about business schools.
