Administrative History
The State University Construction Fund (SUCF)is a public benefit corporation established in 1962 (Chapter 251, Laws of 1962) to manage and administer the State University of New York's construction program. SUCF is responsible for planning, design, and construction on state-operated campuses and special facilities of the State University of New York.
The SUCF building program does not include community college facilities. The SUCF is governed by three trustees appointed by the Governor, who also selects the chairman. The trustees, in turn, appoint a General Manager of the SUCF who is responsible for the management and administration of the two major operating divisions and the service units of the Fund.
One of the major operating divisions, the Division of Design and Construction, has responsibility for supervising and assisting the commissioned and private architects and engineers for a project from the beginning of design through its completion.
Scope and Content Note
The series consists of General Manager Oscar E. Lanford's files dealing with various design and construction projects on the state-operated campuses of the State University of New York (SUNY) system.
The series contains: master plans for campus construction; project specifications and work plans; project cost reports; contract proposals and evaluations; correspondence (both incoming and outgoing); memorandums, reports (published and unpublished) and printed materials (brochures, booklets); newspaper clippings and press releases; speeches and hearing testimony; annual reports of SUNY campuses; and excerpts from minutes of the Board of Trustees of SUNY.
The series also contains non-textual material including photographs, transparencies, maps, plans, sectional drawings, designs, and floor plans. There are about 190 maps scattered throughout the files, mostly found as part of bound reports, plans, site analyses, or master plan reports. They are not uniform in type, but range from manuscript drawings to annotated print maps and blueprints of site plans. They are predominantly maps of campuses showing locations of existing and potential projects, and development projects currently under construction. Maps are also found with memorandums on conveyance of property (for construction purposes), within feasibility studies and reports, as appendices to budget requests for capital improvement projects, with memorandums indicating possible placement for specific planned building components (lecture halls, pedestrian walkways), and as part of preliminary schematics and site designs for building expansion. Some have title, legend, scale, and preparer information. Sizes range from 28 x 22 cm to 66 x 97 cm.
