These records were created by the New York State New York Harbor Commission for the preservation of New York Harbor from encroachments pursuant to Chapter 121 of the Laws of 1855. The Commission consisted of George W. Patterson, James Bowen, John L. Talcott, Bradford R. Wood, John Vanderbilt, and Thomas Clowes. The maps were surveyed by the United States Coast Survey, led by Professor A.D. (Alexander Dallas) Bache, Superintendent in 1856.

The Harbor Commission created two volumes of the Atlas of the New-York Harbor as well as United States Coast Survey, New-York Bay and Harbor - Topographic Sheets and Hydrographic Sheets. The records were filed with the Secretary of State in 1857 and 1860.
