This series contains various reports, plans and campaign speeches from the Rockefeller and Carey administrations. These records may have been collected for use by transition teams in the Carey and/or Cuomo administrations.

Records include: a report concerning sentencing of adult criminals and dealing with such topics as history of sentencing, sentencing disparity, parole, probation, and other policies and practices; a group of reports from state agencies detailing contingency plans for an anticipated strike by state workers; a handbook published by the Office of Legislative Services on the budget process; organizational charts of New York State agencies; a report of the Governor Carey Transition Team on major policy questions and problems in state agencies; and typed copies of Nelson Rockefeller campaign speeches (1962).
