Summary:
This series consists predominantly of published annual reports of the Western House of Refuge, which became known as the New York State Industrial School and later as the New York State Agricultural and Industrial School. Reports from 1894 to 1900 are missing. Also included are by-laws; newspaper reprints; pamphlets; an event program from the institution's centennial and published annual reports of the Fiscal Supervisor of State Charities.

Scope and Content Note

This series consists predominantly of published annual reports of the Western House of Refuge, which became known as the New York State Industrial School in 1886 and as the New York State Agricultural and Industrial School in 1907. The reports were compiled by the superintendent on behalf of the institution's Board of Managers and transmitted to the State Legislature. All reports issued between the years 1850 and 1934 are included except those issued in 1894 and 1900. No report was issued in 1895. The series also includes published by-laws; a reprint of several 1929 newspaper articles detailing the history and objectives of the institution; a 1949 pamphlet entitled "29,000 Boys - One Hundred Years of Public Service" which was produced in honor of the institution's centennial; an event program from the institution's centennial observance on October 8, 1949;

an undated Department of Social Welfare pamphlet entitled "New York State Training Schools for Juvenile Delinquents"; an undated Department of Mental Hygiene pamphlet entitled "You Wanted to Know: A Few Facts About the State Schools"; and published annual reports of the Fiscal Supervisor of State Charities issued in 1920 and 1922.

Custodial History

The Department of Social Welfare placed these records on loan to the Syracuse University Library from 1960-1977. They were transferred to the State Archives by the Division for Youth at an unknown date and accessioned in conjunction with a project undertaken by Archives staff in 2003 to describe or integrate estrayed or unidentified records.
