Administrative History

The State Legislature created the Buffalo Fiscal Stability Authority in 2003 to oversee the budget and financial and capital plans of the City of Buffalo, the Buffalo Municipal Housing Authority, the Buffalo School District, the Joint Schools Construction Board, and other governmental entities that receive funding from the City of Buffalo. The authority is empowered to issue bonds and notes needed to restructure the city's debt, and, if necessary, to develop financial plans on behalf of the city.

This series consists of archival copies of the publicly accessible website of the Buffalo Fiscal Stability Authority.

B2056-06: This accretion consists of a copy of the Buffalo Fiscal Stability Authority site that was produced on December 20, 2006, shortly before Governor George E. Pataki (1995-2006) left office. It contains reports (2003-2006), press releases (2004, 2006), budgets (2004-05 through 2006-07), annual budget reports (2004-2007), and audit reports (2004-2007). Also included are board of directors meeting minutes and resolutions (2003-2006), proposed budgets and fiscal plans submitted by the City of Buffalo (2003-2006), and reports summarizing public comments received (2003-2006). Also included is the text of the legislation and bylaws governing the authority's operations and information about the authority's bond issues.

B2056-08: This accretion consists of a copy of the Buffalo Fiscal Stability Authority site that was produced on April 28, 2008, shortly after the resignation of Governor Eliot L. Spitzer (2007-2008). It contains additional reports (2003-2007), budgets (2004-05 through 2007-08), annual budget reports (2004-2007), and audit reports (2004-2007). Also present are additional board of directors meeting minutes and resolutions (2003-2008) and public forum reports (2003-2006) summarizing public comments received.

B2056-10: This accretion consists of a copy of the Buffalo Fiscal Stability Authority site that was produced on December 18, 2010, shortly before Governor David A. Paterson (2008-2010) left office. It contains additional board of directors meeting minutes and resolutions (2003-2010), annual reports (2003-2010), independent audit reports (2003-2010), budgets (2005-2911), budget reports (2004-2009). and public input reports (2004-2008) summarizing cost-savings ideas proposed by citizens. Also present are a debt disclosure report (2008), investment reports (2007-2010), covered organizations' four-year financial plans (2004-2013), and public forum reports (2003-2009) reflecting citizen perspectives on the four-year financial plans

B2056-19: This accretion consists of a copy of the Buffalo Fiscal Stability Authority site produced on December 12, 2019. It contains policies governing the board's operations, and additional board of directors meeting agendas and minutes (2003-2019), annual reports (2003-2019), independent audit reports (2003-2019), adopted budgets (2004-2016), investment reports (2007-2019), and reviews of covered organizations' four-year financial plans (2003-2019). Procurement reports (2011-2019) and a debt disclosure report (2014) are also included.

Researchers should note that, owing to their size, videos of meetings of the authority's board of directors were deliberately excluded from this copy. The written minutes maintained by the authority constitute the official record of these meetings.
