Scope and Content Note

This series consists of archival copies of the publicly accessible websites of the Empire State Development Corporation (ESDC).

B2086-07: This accretion includes a copy of the main ESDC site produced on April 5, 2007, shortly after Governor George E. Pataki (1995-2006) left office. It contains requests for proposals (2007) issued by the corporation and summary information about the corporation's programs and services: Empire Zone tax incentives; Manufacturing Assistance Program for capital projects; brownfield redevelopment; counseling and other services for businesses seeking to export products; other tax and financial incentives for businesses; sale of state bonds; support for technology research and development; certification of and assistance to Minority- and Woman-owned Business Enterprises; and statistical data about the state and its inhabitants.

The accretion also contains program guidelines, application form, and other materials relating to its 2006 flood recovery program; and reports, plans, and other materials (2006-2007) relating to the Atlantic Yards Arena and Redevelopment Project, the Brooklyn Bridge Park Development Corporation, and the Jacob K. Javits Convention Center Expansion and Renovation Project. Also included are action plans (2002-2005), a final report (2005), and other materials relating to the rebuilding of lower Manhattan's economy in the wake of the September 11, 2001 terrorist attack on the World Trade Center.

Researchers should note that the contents of this copy must be accessed by clicking the "NY [Loves] Biz" link on the home page; none of the other links on the home page work properly. In addition, this site was being redesigned at the time it was copied; as a result, corporation board meeting materials, newsletters, and information about public hearings held by the corporation could not be copied properly.

This accretion also includes copies of three other Empire State Development Corporation sites. The December 26, 2006 copy of the New York State Contract Reporter site contains information about the state's official weekly newsletter for announcements of state contracting opportunities, including contract category information; publication schedule (2006-2007); and quarterly listings (2005-2006) of anticipated state agency, City University of New York, and State University of New York procurement opportunities. Researchers should note that this copy does not contain any issues of the newsletter, which is available via subscription.

The December 26, 2006 copy of the corporation's New York [Loves] Small Business site contains summary information about advisory services, loan programs, licensing and permitting requirements, insurance, hiring, and other topics of interest to people starting or expanding a small business. Researchers should note that most of the links within this site are directed to other Web sites and, owing to the limitations of Web archiving technology, do not work properly.

The December 26, 2006 copy of the I [Love] New York site contains guidelines (2006-07) for the state's Explore New York Matching Funds program, road maps, suggested itineraries, and other information about New York State tourism. Researchers should note that, owing to the database-driven nature of this site and the limitations of Web archiving technology, only the content contained within the "Travel Ideas" section and a few other pages could be captured properly.

B2086-08: This accretion includes a copy of the main ESDC Web site produced on May 9, 2008, shortly after the resignation of Governor Eliot L. Spitzer (2007-2008). It contains requests for proposals (2008) issued by the corporation and summary information about the corporation's programs and services: Empire Zone tax incentives; Manufacturing Assistance Program for capital projects; brownfield redevelopment; counseling and other services for businesses seeking to export products; other tax and financial incentives for businesses; sale of state bonds; support for technology research and development; certification of and assistance to Minority- and Woman-owned Business Enterprises; and statistical data about the state and its inhabitants.

The May 21, 2008 copy of the New York State Contract Reporter site consists of information relating to the state's official weekly newsletter for announcements of state contracting opportunities, including announcements; contract category information; publication schedule (2008-2009); and quarterly listings (2005-2007) of anticipated state agency, City University of New York, and State University of New York procurement opportunities. Researchers should note that this copy does not contain any issues of the New York State Contract Reporter newsletter, which are available via subscription.

The May 23, 2008 copy of the New York [Loves] Small Business site consists solely of a notice indicating that the site had been taken offline for maintenance.

Researchers should note that, owing to persistent technical problems, it was not possible to capture the corporation's I [Love] New York Web site, which was successfully copied in 2006, in 2008.

B2086-10: This accretion also includes a copy of the corporation's Division of Minority and Women's Business Development website produced on February 25, 2010. It contains information about the division's mission and history, certification program, procurement opportunities, and other financial resources. News (2007-2008) and calendar of events (2010) sections are also included.

B2086-11: This accretion consists of copies of four ESDC Web sites produced shortly before Governor David A. Paterson (2008-2010) left office: the New York State Contract Reporter site (copied December 17, 2010); the I [Love] New York site (copied December 30, 2010); the New York First site (copied December 17, 2011); and the Census 2010 site (copied December 17, 2010).

This accretion also includes a copy of the Division of Minority and Women's Business Development website produced on December 17, 2010, shortly before Governor David A. Paterson (2008-2010) left office. It contains updated information about the division's certification program, procurement opportunities, and other financial resources and an updated calendar of events (2010) sections. Also included are a New York State Directory of Small Business (in English and Spanish), the final report of the New York State Small Business Task Force (2009), and "The State of Minority- and Woman-Owned Business Enterprise: Evidence from New York" (2010), a report prepared for the division by a consulting firm.

Researchers should note that some time after this site was copied in December 2010, this site was removed from the live Web. Its content was integrated into the main Empire State Development Corporation website.

Also included is a January 13, 2011 copy of the corporation's Twitter feed. Researchers should note that, owing to the structure of the live page and the limitations of Web archiving technology, most of the information contained within it could not be captured successfully as of early 2011.

Researchers should also note that this accretion does not include a copy of the main ESDC or the Facebook page that the corporation maintained as of late 2010 and early 2011. Repeated attempts to copy the main site and the Facebook page were unsuccessful.

Custodial History

The New York State Archives and the New York State Library used Web archiving software to copy these Web sites in order to preserve the information they contain.
