Scope and Content Note

This series consists of archival copies of the publicly accessible websites of the New York State Office of Information Technology Services and its predecessor organizations, the Office for Technology and the Office of the Chief Information Officer.

B2111-07: This accretion includes a copy of the Office for Technology site produced on December 30, 2006, shortly before Governor George E. Pataki (1995-2006) left office. It contains information about telecommunications, networking, Internet, data center, training, and other services for state agencies. It also includes statewide information technology policies, standards, and best practices (1996-2006); policies and other materials relating to information technology procurement; information security information; and a project management guidebook (2001) and related materials. Information about a proposed Statewide Wireless Network for emergency communications and other initiatives is also included.

Researchers should note that, owing to the limitations of Web archiving technology, the State Phone Directory was not captured properly.

This accretion also includes a December 29, 2006 copy of the main Office of Chief Information Officer site and an April 7, 2007 copy of the Financial Management System site. The Office of the Chief Information Officer site contains press releases (2002-2006); the state's information technology plan (2006); and New York State Information Technology Workforce Skills Assessment survey results, findings and recommendations (2006). It also includes reports (2005) and other information about the state's efforts to develop an identity and access management architecture and information about state government information technology projects affecting local governments. Information about the composition and activities of the State CIO Council is also included. The Financial Management System site includes a draft system requirements analysis (2006) and other planning documents; project updates (2006-2007); and other materials concerning efforts to develop a single system to manage accounts payable and receivable, purchasing, and other core financial functions for all state government entities.

2111-08: This accretion includes a copy of the main site of the merged Office of the Chief Information Officer and Office for Technology produced on May 14, 2008, shortly after the resignation of Governor Eliot L. Spitzer. It contains press releases (2008); newsletters (2006-2007); strategic mission updates (2008); and information about the office's telecommunications, networking, Internet, e-mail, data center, training, and other services for state agencies. It also includes statewide information technology policies, standards, and best practices (1996-2008); policies and other materials relating to information technology procurement; and a project management guidebook (2001) and related materials. Information about a proposed Statewide Wireless Network for emergency communications, Universal Broadband, and other initiatives is also included.

This accretion also includes a May 23. 2008 copy of the office's Financial Management System site. It includes stakeholder assessment (2008), draft system requirements analysis (2006), and other planning documents; project updates (2006-2008); and other materials concerning efforts to develop a single system to manage accounts payable and receivable, purchasing, and other core financial functions for all state government entities.

B2111-11: This accretion consists of a copy of the Office of the Chief Information Officer and Office for Technology site produced on December 20, 2010, shortly before Governor David A. Paterson (2008-2010) left office. It contains information about the history, mission, and organizational structure; press releases (2008-2010); newsletters (2008-2010); photo gallery (2009-2010); strategic mission updates (2008); and publications, presentations, and information about the office's telecommunications, networking, Internet, e-mail, data center, training, and other services for state agencies. It also includes policies and other materials relating to information technology procurement for vendors and state government employees, and materials on project management. Information about the Empire 2.0 initiative, and the use of social networking and web collaboration tools, universal broadband, migration to NYSemail, the use of one email program for all state government organizations, and other initiatives is also included.

This accretion also includes six other websites maintained by the Chief Information Officer and Office for Technology in late 2010 and early 2011. The Broadband Federal Stimulus site maintained by the Chief Information Officer and Office for Technology (copied December 20, 2010) contains the mission, history and organizational structure of the program; annual report (2009); newsletters (2010); and publications including the New York State Broadband Strategy and a brochure on universal broadband access (2009). The Broadband Mapping Project site (copied December 20, 2010) contains information about the office's efforts to map the availability of broadband Internet service throughout the state. Researchers should note that, owing to the limitations of Web archiving technology, the interactive map features incorporated into this site could not be captured properly. Researchers should also note that these sites were removed from the live Web after they were captured and that in 2015 their Uniform Resource Locators (Web addresses) were reassigned to the New York State Broadband Program Office.

The Tech Talk site (copied December 20, 2010) contains citizen suggestions about improving transparency in government though the use of technology and social networking tools. The suggestions as well as comments about these suggestions are included (2010). Researchers should note that, owing to the structure of the live site and the limitations of Web archiving technology, only part of this site could be captured. Researchers should also note that this site was not actively maintained after mid-2011.

The Empire 2.0 site (copied December 20, 2010) contains press releases (2009-2010 and the "Empire 2.0 Center of Excellence" blog (2010), which includes comments on the posts and resources relating to blogs, wikis, and Facebook and Twitter pages (2010). A guide for New York attorneys on the use of social media tools (2010) and a listing of which New York state agencies are using social media tools such as Twitter, Facebook, Flickr, YouTube, and blogs (2010) are also included. This site was removed from the live Web after it was copied.

This accretion also includes snapshots of two social media accounts maintained by Chief Information Officer and Office for Technology as of February 2011: the office's Twitter page (copied January 3, 2011) and its YouTube Channel (copied February 18, 2011). Researchers should note that, owing to the structure of the live pages and the limitations of Web archiving technology, most of this content could not be copied properly.

Researchers should note that the office's Flickr page and Empire 2.0 wiki could not be copied successfully as of early 2011.

B2111-14: This accretion contains a March 5, 2014 copy of the main website of the Office for Information Technology Services. It also contains a March 10, 2014 copy of the office's IT Transformation website.
