Administrative History

The Hudson River Valley Greenway Communities Council was established in 1991 to promote creation of a regional strategy for simultaneously preserving the Hudson Valley's scenic, natural, historic, and other resources; encouraging compatible economic development; and continuing the region's tradition of local land-use decision making. The Council works with local and county governments to develop and enhance land use planning techniques and to develop a voluntary regional planning compact. Its Greenway Communities Program provides grants and technical assistance to the region's 264 local and 13 county governments.

A closely related public benefit corporation, the Greenway Conservancy of the Hudson Valley, works with local governments, non-profit organizations, and individuals to develop a regional trail system, promote Hudson Valley tourism, assist in the preservation of regional agriculture, and strengthen state agency-local government cooperation.

Scope and Content Note

This series consists of archival copies of the publicly accessible website of the Hudson River Valley Greenway Communities Council. Researchers should note that this site was not captured in 2014 or 2015.

B2117-07: This accretion consists of a copy of the Hudson River Valley Greenway Communities Council site produced on December 21, 2006, shortly before Governor George E. Pataki (1995-2006) left office. It includes information about the history and mission of the council, the regional planning process, and county-level planning activities; a recommended economic development strategy (2001); and a planning guide (2005). It also contains information about the Greenway Conservancy of the Hudson Valley, including a draft trail vision plan (2004), list of designated Greenway trails (2006), a trail funding guide (2000), and information about trail insurance and a proposed water trail. Newsletters (2005-2006); grant program applications and guidelines; a public outreach report (2004) concerning a proposed Hudson River Valley Scenic Byways project; and a management plan (2002) and other information relating to the Hudson River Valley National Heritage Area are also included.

B2117-08: This accretion consists of a copy of the Hudson River Valley Greenway Communities Council site produced on May 12, 2008, shortly after the resignation of Governor Eliot L. Spitzer. Most of the information it contains is also present in the December 21, 2006 copy, but this copy includes additional newsletters (2005-2008), updated grant program resources, and information about the Hudson River Greenway Water Trail and trail insurance.

B2117-10: This accretion consists of a copy of the Hudson River Valley Greenway Communities Council site produced on December 22, 2010, shortly before Governor David A. Paterson (2008-2010) left office. It includes newer newsletters (2009); the text of the Hudson River Valley Greenway Act (1991 revised 2008); and updated information about the Greenway Compact regional planning process, county-level planning activities, and the council's grant programs.

Also present are publications and resources relating to agriculture, brownfield development, and other subjects of interest to Hudson Valley community planners and residents. Researchers should note that these materials can be accessed only by clicking on the "Tech Assist Toolbox" links that appear on every page other than the home page and that only some of the links on the "Tech Assist Toolbox" page work properly.

Researchers should also note that most of the information contained within this copy can be accessed only via the navigational hyperlinks that appear at the bottom of each page.

B2117-20: This accretion consists of a copy of the Hudson River Valley Greenway Communities Council site produced on April 6, 2020, during the third term of Governor Andrew M. Cuomo (2011-2021). It contains board meeting agendas and minutes (2014-2019), annual reports (2007-2018), press releases (2016-2019), and the text of the amended legislation (2017) governing the council's operations. Also included are a list of planning grant projects completed after 2015; a management plan (2002) and other information about the Hudson River Valley National Heritage Area; and updated information about the council's grant programs and the multi-use trail system running from New York City to the Canadian border and from Albany to Buffalo.
