Scope and Content Note

This series consists of archival copies of the publicly accessible websites of the New York State Thruway Authority.

B2190-07: This accretion consists of a copy of the New York State Thruway Authority site that was produced on January 1, 2007, shortly after Governor George E. Pataki (1995-2006) left office. It contains information about the authority's history, mission, and organizational structure, and press releases (2006). Information for travelers includes weather advisories, travel conditions, information about safe driving, notices of construction, traffic incidents, and descriptions of travel plazas (2007). In addition, there is information about the EZ Pass program, including payment plans for both commercial and non-commercial drivers, and a guide for contractors and suppliers. Information about Thruway improvement projects and studies, including bridge replacement and rehabilitation, and employment opportunities (2007) is also included.

This accretion also includes a copy of another Web site maintained by the Thruway Authority as of December 2006. The EZ-Pass New York Service Center site (copied December 22, 2006) contains information about EZ-Pass services in New York and New Jersey, application forms (2006), and listings of participating toll facilities and customer service locations throughout the state (2006).

B2190-08: This accretion consists of a copy of the New York State Thruway Authority site produced on June 5, 2008, shortly after the resignation of Governor Eliot L. Spitzer (2007-2008). Some of the information in this copy is also present in the January 1, 2007 copy, but this copy contains a Thruway fact book, newer press releases (2006-2008), Thruway Authority board of directors and Canal Corporation board of directors meeting minutes (2005-2008), Audit and Finance and Governance Committee meeting minutes (2007-2008), and rules and regulations that govern the authority's operations. Financial documents include annual reports (2002-2008), budget books (2006-2008), and information about the authority's bond program. This copy also contains information about the EZ Pass program for both commercial and non-commercial drivers. Information about doing business with the authority includes a guide for contractors and suppliers, forms and publications for engineering consultants, purchasing bid documents (2008), construction forms and guidelines, and engineering bid results (2007-2008). Also present is information about Thruway improvement projects, including bridge replacement and rehabilitation, the authority's environmental conservation efforts, and employment opportunities (2008).

Researchers should note that, owing to the structure of the live site and the limitations of web archiving technology, some of the information contained within this site could not be captured successfully in mid-2008. Researchers should also note that the authority's E-Z Pass New York Service Center site could not be captured at this time.

B2190-10: This accretion consists of a copy of the New York State Thruway Authority site produced on December 22, 2010, shortly before Governor David A. Paterson (2008-2010) left office. Some of the information in this copy is also included in previous copies, but this copy contains additional Thruway Authority board of directors and Canal Corporation board of directors meeting minutes (2005-2010), Audit and Finance and Governance Committee meeting minutes (2007-2010), engineering bid results (2008-2010), and newer press releases (2008-2010). Also included are annual reports (2002-2009), budget books (2008-2011), monthly financial reports (2009-2010), and information about the authority's bond program. Information about Thruway improvement projects and studies, including bridge replacement and rehabilitation, and information about the Thruway Authority's environmental conservation efforts is also present.

Researchers should note that, owing to the structure of the live site and the limitations of web archiving technology, some of the information contained within this site could not be captured successfully in late 2010. Researchers should also note that the authority's E-Z Pass New York Service Center site could not be captured at this time.

B2190-15: This accretion consists of a copy of the Thruway Authority's Tappan Zee Bridge/I-287 Environmental Review website produced on March 6, 2015, shortly after Governor Andrew M. Cuomo (2011- ) completed his second term of office. It contains information about plans to build a replacement for the Tappan Zee Bridge, which spanned the Hudson River between Rockland County and Westchester County and was part of the Thruway system. It contains newsletters (2005, 2008-2010), fact sheets concerning public input into the planning process and the benefits of the new bridge for local communities, a long-term needs assessment (2000), alternatives analyses for commuter rail (2005) and highway (2008) crossings, financial studies (2008-2009), and an Environmental Impact Study methodology report (2010). A list of public meetings and slideshow presentations from select meetings and a frequently asked questions section concerning the planning process, public input, public transit, and other topics are also included.

Researchers should note that this site was later removed from the live web. Researchers should also note that neither the main Thruway Authority site nor the E-Z Pass New York Service Center site were captured in late 2014 or early 2015.

B2190-17: This accretion consists of a copy of the E-Z Pass New York Customer Service Center produced on February 14, 2017, during the second term of Governor Andrew M. Cuomo. Researchers should note that, owing to the structure of the live site and the limitations of web archiving technology, only the site's home page could be captured properly.

B2190-20: This accretion contains a copy of the New York State Thruway Authority site produced on March 16, 2020, during the third term of Governor Andrew M. Cuomo. Some of the information in this copy is also present in older copies of the site, but this copy contains newer board of directors, Finance Committee, and Governance Committee meeting minutes (2020); monthly financial reports (2019); and press releases (2019-2020). It also includes a wide array of policies governing the authority's operations; audited financial statements (2011-2018); investment reports (2017-2019); real property transactions reports (2017-2018); and procurement reports (2017-2018). In addition, it contains updated information about services and amenities for travelers; permitting and toll information for commercial vehicles; and design build projects, contract letting, and other matters of interest to consultants and contractors. Information about the authority's planned implementation of cashless tolling and development and usage of various technological innovations is also present.

This accretion also contains copies of two other websites that the Thruway Authority maintained as of early 2020. The New New York Bridge site (copied March 17, 2020) contains information relating to the design and construction of the Governor Mario M. Cuomo Bridge, which replaced the older Tappan Zee Bridge spanning the Hudson River between Rockland County and Westchester County. It contains information about the bridge's design features and documents relating to its construction, including a scope summary report (2012); the Request for Qualifications from prospective bidders (2012); the Request for Proposals (2012) for design and construction of the bridge; a redacted copy of the final design-build contract (2012); federal funding participation documents (2012-2013); and project reports (2012-2013).

The New New York Bridge site also includes the final report of the Mass Transit Task Force (2014); a bus rapid transit study (2010); draft and final Environmental Impact Statements (2012); and federal and state environmental permits and approvals. The site also includes environmental reports relating to sturgeon monitoring (2013-2019), pile driving and underwater noise (2013-2018), and water quality sampling (2013-2019). Also present are press releases (2018-2020); issues of New New York Bridge magazine (2013-2018); newsletters (2013-2020); progress updates (2018-2020); and fact sheets concerning the bridge's design features, nesting of peregrine falcons, demolition and dismantling of the old Tappan Zee bridge, a public art program, and other topics. In addition, it contains many of the older reports, studies, and other materials present in the March 6, 2015 copy of the Tappan Zee Bridge/I-287 Environmental Review site and an updated list of public meetings relating to the project (2000-2020).

Researchers should note that the About link at the top of the homepage may not work correctly; the navigational links at the bottom of the homepage should be used instead. Researchers should also note that, owing to the structure of the live site and the limitations of web archiving technology, the gallery of still photographs, architectural renderings, and videos and live footage of the bridge's peregrine falcon nest could not be captured properly in early 2020.

The authority's EZ-Pass New York Customer Service Center site was copied on April 2, 2020. Researchers should note that only its homepage could be captured properly.

The New York State Archives used Web archiving software to copy these websites in order to preserve the information they contain.

B2190-15: This accretion was previously accessioned as accretion B2191-15. In April 2020, Archives staff determined that the Tappan Zee Bridge/L-287 Environmental Review site had been maintained by the Thruway Authority, not the Department of Transportation; as a result, the March 6, 2016 copy of the site was added to this accretion.
