Summary:
Philip M. Kaiser served as Chairman of the Inter-departmental Committee on Problems of the Aging, which was established by Governor W. Averell Harriman in March 1955 to advise on problems and developments affecting the aging and to assist in the formulation of recommendations for executive and legislative action. This series consists of letters received, with a few enclosures, copies of letters sent, and memoranda relating to problems of the aging.

Administrative History

Philip M. Kaiser was appointed to Special Assistant to the Governor on Problems of the Aging on January 13, 1955. Kaiser was an economist for the Federal Reserve System from 1939-1942 and from 1942-1946 he was with the Board of Economic Welfare and the Foreign Economic Administration. In 1949, he was appointed Assistant Secretary of Labor by President Harry Truman and served in that position until 1953 when he became a labor advisor to the Free Europe Committee.

Kaiser devoted his efforts to developing a coordinated program for the various state departments and agencies, as well as local and private agencies, in meeting the special needs of the aging. He served as Chairman of the Inter-departmental Committee on Problems of the Aging which was established by Governor W. Averell Harriman in March 1955, to advise on problems and developments affecting the aging and to assist in the formulation of recommendations for the needed Executive and Legislative action.

Scope and Content Note

This series consists of letters received, with a few enclosures, copies of letters sent, and memoranda relating to problems of the aging. The 1958 file contains folders of correspondence and memoranda from organizations, state agencies, and important individuals.

Custodial History

This series was a gift to Syracuse University from Governor Harriman in 1959, and was later transferred to the New York State Archives in 2006. It was accessioned in February 2011.
