Scope and Content Note
This series contains letters received, copies of letters sent, and a few enclosures and memoranda relating to official and personal matters. It also contains copies of memoranda primarily sent to Governor W. Averell Harriman and Counsel Daniel Gutman. The memoranda to the Counsel are mainly concerned with legislation while the memoranda to the Governor concern legislation and other official matters. Also included are copies of seven letters which Secretary to the Governor Jonathan Bingham wrote to Governor Harriman in July, 1955 when the Governor was in Europe and the Near East. They were intended to keep the Governor informed on official matters and activities.

Custodial History
This series was a gift to Syracuse University from Governor Harriman in 1959, and was later transferred to the New York State Archives in 2006. It was accessioned in February 2011.
