Scope and Content Note

This series includes closure meeting minutes, memoranda, closure lists, planning documents, an information file relating to closure of institutional care facilities (ICF's), Central New York Developmental Services Office (CNYDSO) Western Region Vacancy Planning Reports, "SDC Facility Closure Plan: Final Report of Workgroup," a Syracuse Developmental Disabilities Services Office (DDSO) Historical Committee file consisting of published reference material and information relating to the closure ceremony, files of the Closure Ceremony Advisory Committee (minutes, notes, etc.), fiscal records relating to the ceremony (invitations, catering, etc.), and working notes on development of the closure program "Expressions."

Some Rome Developmental Center closure documents have been interfiled with this series, as some were used as a model on which to base the Syracuse closure. This material includes "The Rome Experience: A Chronicle of Events That Guided the Rome DDSO Through Closure" (1990), written by its last director, Philip F. Catchpole; methodologies analysis used for the "Core Staffing" proposal; Rome DDSO staffing narrative; and correspondence regarding patient "census reduction."
