Scope and Content Note

This series consists of archival copies of the publicly accessible website of the New York State Department of Financial Services.

B2519-12: This accretion consists of a copy of the Department of Financial Services site produced on January 18, 2012, approximately three months after the department's creation. It contains information about the mission and organizational structure of the department and the history of the department's predecessor agencies, the New York State Banking Department and the New York State Insurance Department. It also contains press releases (2011), speeches and testimony of the department's commissioner (2011), Banking Department and Insurance Department annual reports (1999-2010), Office of Counsel interpretations issued by the Banking Department (1966-2010), and Office of Counsel opinions issued by the Insurance Department (2000-2011). Information relating to the department's oversight of the banking industry includes weekly banking bulletins (2007-2012); general and mortgage industry and circular letters (1996-2011); and applications, forms, and instructions for banks, trusts, mortgage companies, and licensed financial services industry organizations. Information for consumers and information relating to the department's Community Development unit is also present. Information relating to the department's oversight of the insurance industry includes information for insurers regarding the legal and regulatory requirements for the provision of property, life, and health insurance; and information, forms, and instructions for insurance companies and licensed brokers and agents. Consumer information; guidance relating to insurance claims stemming from the September 11, 2001 terrorist attack on the World Trade Center and other disasters; and historical reports relating to health insurance, medical malpractice, security funds, and other topics are also present.

Researchers should note that, owing to the structure of the live site and the limitations of web archiving technology, some of the information contained within this site could not be captured properly in 2012. Researchers should also note that the appearance of this copy differs considerably from that of the live site.

B2519-20: This accretion consists of a copy of the Department of Financial Services website produced on February 24, 2020, during the third term of Governor Andrew M. Cuomo. In addition to the pre-2012 information found in the January 18, 2012 copy, this copy contains annual reports (2011-2018); press releases (2011-2020); statements and comments made by the department's superintendent (2016-2019); and notices, transcripts, and other materials relating to public hearings held by the department (2016-2018). Also present are weekly bulletins (2019-2020), banking industry letters (1996-2000), and insurance industry circular letters (1924-2020). Other resources for financial and insurance industry professionals include guidance relating to topics such as cybersecurity, transaction monitoring, and elder exploitation; and applications and forms for banks, trusts, mortgage companies, licensed financial services industry organizations, and insurance companies, insurance agents, and brokers. Also included is a wide array of regularly issued reports relating to the Banking Law "wild card" provision (2011-2018), the Holocaust Claims Processing Office (2012-2019), insurance agent licensing demographics (2012-2018), long term care insurance plans (2009-2019), financial fraud and consumer protection (2012-2018), the New York State Medical Indemnity Fund (2017-2019), and other topics. Special reports concerning foreclosure, investigations of individual organizations, mental health parity, cybersecurity, and other topics are also present.
