Scope and Content Note

Annual reports 1947-1952 (later analyses of decisions, 1953- ) addressed to the governor present analyses of the Labor Relations Board's activities and decisions in cases concerning representation issues, unfair labor practices, and court decisions. Representation case issues include controversies such as effects of existing contracts, appropriated bargaining units, determination of employee representatives, and post-election objections. Unfair labor practice cases include issues such as blacklisting, interference with the formation or existence of an employee organization, imposition of illegal conditions on employment, refusal to bargain collectively, refusal to discuss grievances, discrimination for participation in proceedings before the board, and interference with rights of employees. Court decisions document such issues as jurisdiction, representation and unfair labor practice proceedings, and contempt proceedings.
