Administrative History

The Division of Child Support Enforcement supervises and monitors the operation of the child support enforcement program in New York State including locating absent parents, establishing paternity, and collecting child support. The Division was created in 1975 in response to federal legislation (section D of Title IV of the Social Security Law) which established the Office of Child Support Enforcement within the U.S. Department of Health and Human Services. Each state that participates in this program must develop a plan for its child support enforcement program.

Each local social service district in New York State operates a support collection unit which collects family court ordered support payments and enforces the court order when support payments become delinquent. Records in this series document the development and implementation of policies and procedures to support local social service districts and the clients.

Scope and Content Note

This series contains official policy papers and directives regarding child support enforcement and reports on that activities of the local districts in implementing those policies. The records document the Undistributed Collections Program, 2001-2003, which manages child support payments that have been collected by child support agencies but have not yet been sent to custodial parents or other government agencies or returned to noncustodial parents. Litigation documentation and files are also included in this series.
