Scope and Content Note

This series consists of the subject and correspondence files of Eugene J. Leff, Deputy Commissioner for Remediation and Materials Management, and James M. Tierney, Assistant Commissioner for Water Resources. The records reflect the executive level decision and policy making of individuals in these positions in relation to the Marcellus Shale High-Volume Hydraulic Fracturing project.

Included in the records are internal emails; published reports, studies, and regulations by the department and other state agencies, regional commissions, federal agencies, and private environmental organizations; departmental drafts and revisions of reports; High Volume Hydraulic Fracturing meeting agendas; handwritten notes; electronic news articles about drilling, monitoring wells, and drinking water in New York State and drilling in other states; polling policy survey on Hydraulic Fracturing in New York State; correspondence with other state agencies, private and public groups, and individual members of the public; and petitions from 2100 residents opposing High Volume Hydraulic Fracturing.
